How is democracy in absent in the article ''Doctor wants action on First Nation drug crisis''?

Although citizens are speaking up about the conflict regarding drug addiction in the First Nations community,  democracy is absent when their concern is not responded to as ''Health Canada refuses to take it seriously.'' In this article, ''Common Good'' is not represeted because Health Canada neglects the citizens concern. By dong this, they are not participating in working toward what makes the most citizens safe, secure and happy.
